The city claims that Mr. Khan was surplused due to restructuring. I believe that Mr. Khan was set up for constructive dismissal. How convenient for the city to restructure and eliminate Mr. Khan’s position and promote the accused perpetrator - Mr. Harnum? I also find it interesting that Mr. Harnum’s background (education and work experience) does not even come close to that of Mr. Khan’s. So questions need to be asked, why choose someone less qualified to lead a department?
