Dear Mr. Whittle:
Thank you for your recent letter, in which you express your concerns about the proposed City of Toronto Act, and Bill 37, the proposed Respect for Municipalities Act. I appreciate your sharing your concerns about these provincial initiatives as well as your concerns about the property tax and assessment system.
Since responsibility for property tax and assessment policies rests with the Ministry of Finance. I have forwarded a copy of your letter to the Honourable Dwight Duncan, Minister, for his consideration.
Our government is ready to see Toronto recognized in legislation as a mature and responsible government. We know that a strong Toronto means a strong Ontario.
Bill 37 recognizes that Torontonians, and by extension the residents of all Ontario municipalities, can make decisions and hold their councillors accountable, just as they hold their provincial representatives accountable on provincial matters through the Legislature.
I understand that your request for a copy of the proposed Respect for Municipalities Act has been responded to by Ministry staff.
Thank you, again, for sharing your concerns with the government.
Sincerely,
John Gerretsen
Minister
c. The Honourable Dwight Duncan, Minister of Finance
