I fondly remember the days of my youth, when I rode my bicycle to Albion Falls and was able to climb down to a shelf and get behind the first cascade of the waterfall.
After the city erected construction fencing to block the old cement stairs, it was easily removed, as it was just orange plastic fencing. Even as this was replaced by a chain-link fence, people were sliding down the embankment, right next to the closed steps.
Obviously the city should start charging these risk-takers with trespassing, as even a tragic death there is not a deterrent to this risky behaviour.
Rope rescues are expensive and sooner or later we will be sued, just like when we got sued for injuries sustained by a tobogganer who ignored the warning signs.
Unfortunately, you can't fix stupid.
